Did the Comic Book Story "The Gift" Inspire Picard Season 2?

Warning: Spoilers

After seeing where the writers wanted to go with Picard's character, I thought, why didn't they go back in time to Picard's childhood instead of 2024? We could have explored that mysterious time period between The Original Series and The Next Generation. We could have learned more about the anti-tech beliefs of Picard's father. Maybe some kind of neurotech messed up Picard's mother's mind.

We could have seen Picard try to save his mother's life. This somehow creates the evil timeline. Maybe the Borg are discovered early and this makes humans afraid of what is out there and makes them want to destroy new life rather than learn from it.

I did some reading about Picard's story and discovered a Comic Book that was written about by John de Lancie called "The Gift". This comic book was released in 1990, before the episode "Family" and "Tapestry".  Because of this, the names of Picard's family are different from what made it into canon. In it, Q gives Picard a gift, a chance to fix something in his past that caused him great pain,

Picard goes back to his childhood and it is revealed that his younger brother named Claude was killed in an accident indirectly caused by Picard. (I am glad that did not go with that storyline, because Moon Knight did the exact same thing!) Q gives Picard the chance to save his brother's life.

Picard wakes up in a different world where the Federation is dominated by humans destroying life rather than seeking it out and learning from it. (Very much like Picard Season 2) Picard learns that his brother, Claude, turned Starfleet into a military force that enslaves or kills any non-human sentient species. He know has to make the choice to allow his brother to die in the past to save the future.

Did this season of Picard take some ideas from John de Lancie's 1990 story in a comic book? Is that how that got De Lancie to agree to be on the show?

I think that is why this season seems off. Some of the writers wanted to use Picard's crew to wag their fingers at us in 2024 and some wanted to adapt this story and look into Picard's past. Since his brother is older and is named Robert in canon, they couldn't make the story about Robert. They couldn't add a secret younger brother, because that would be too much like the plot of the TNG episode "Dark Page".  Since we know very little about Picard's mother, it makes sense to make the story about her. They could also use the story to bring awareness to the cause of mental health, because representation and awareness are important to younger views of TV shows.
